The Government recognized the contribution of the small business sector to the economy hence in
the year 2000 through a tripartite arrangement with the United Nations Development Programme
and TCInvest, established the Small Enterprise Development Center (SEDC) to "render an effective
assistance to aspiring small scale entrepreneurs and existing enterprises by providing training in
entrepreneurship and small business management, technical and managerial support services
aimed at improving access to markets, credit and technical information, and to improve the policy
and regulatory environment".  

Initially, the project focused on the less developed islands (of North, Middle and South Caicos and
Grand Turk) in order to create employment opportunities and income-generating activities in those
areas thereby reversing the trend of outward migration from these islands.  However because of the
overwhelming support of the program all the Islands now benefit from our services.  

The target beneficiaries of SEDC services are mainly the native population of the TCI who desire to
start or expand businesses, improve their livelihood and income generating activities that will create
employment opportunities and contribute to government revenues.  SEDC partners with agencies
such as the Chamber of Commerce, Commercial Banks, various Government Departments, Foreign
Lenders, other local Support/Advisory Individuals, Regional Small Business Centers in order to
effectively implement its objectives.

A Small Enterprise Policy and Program Advisory Council (SEPPAC) which consists of
representatives of public and private cooperating agencies has been formed.  The main function of
the Council is to advise the Government on policies and programmes pertaining to small-scale
enterprises and the SEDC in terms of its strategies and activities.  Their long term function will be to
attract and coordinate private sector funding that will ensure the sustainability of SEDC.
